EMIRATISATION | REMOTE WORK

Remote Emiratisation: Accessing Talent Beyond Dubai and Abu Dhabi

Many private-sector roles are concentrated in Dubai and Abu Dhabi, while Emirati professionals live across all seven emirates and in Al Ain. Daily commuting can strongly influence whether a vacancy is attractive and sustainable.

Employers often compete for candidates near their offices, unnecessarily restricting their talent pools. For roles that do not require physical presence, remote or hybrid employment offers an alternative.

Opening access beyond the main commercial centres

Functions such as customer service, finance operations, marketing, data analysis, administration and some technical support roles may suit remote or hybrid arrangements. A Dubai-based employer could recruit someone living in Fujairah without requiring daily travel.

The commercial opportunity

Salary expectations may differ by location, experience and role, but employers should not assume remote workers will accept lower compensation. Savings, where achievable, can arise from workplace costs, commuting support and reduced turnover, alongside competitive pay.

For illustration, ten employees earning an average AED 18,000 per month cost AED 2.16 million annually in base salaries. Any comparison with a remote model needs to include management, workspace, IT, benefits and service fees, not just the salaries.

Maintaining control and productivity

Remote work requires clear working hours, reporting, measurable performance, communication routines, cybersecurity and access control. A managed workspace closer to the employee may offer a practical middle ground.

Does remote employment count towards Emiratisation targets?

Remote employment arrangements are recognised within the UAE labour framework, but a remote label does not automatically establish Emiratisation quota eligibility. Employers must ensure actual work, compliant contracts, registration and adherence to the applicable MOHRE rules.

Recruitment strategies should consider where work must be performed, not merely where the company is headquartered.
